Brussels intends to introduce a standardized definition of "housing pressure" at European level. The European Commission is working on a new regulatory framework that will establish common criteria to identify areas facing severe housing access problems.
According to the criteria proposed by this new European rule, more than 53% of Portuguese municipalities are classified in the housing pressure category. This means that more than half of the national territory would be covered by this definition.
The identified municipalities face significant difficulties in the real estate market, including high prices, shortage of supply, and demand exceeding housing availability. This classification may have implications for access to European funds and housing policies.
