The National Intelligence Center (CNI) of Spain warned that the extraordinary regularization process of immigrants represents a risk for the country. The alert was issued through an "informative note" that was declassified by the Pedro Sánchez Government following the migratory crisis in Ceuta.

The note, dated July 24, warned that the extraordinary regularization process of migrants in Spain shows a "divergence" with the European Pact on Migration and Asylum. This pact was approved in May 2024 during the Spanish presidency of the Council of the European Union.

According to the document, the divergence between Spanish policy and the European pact could leave Spain's position exposed. The CNI considered that this situation represents a risk for the country in the European context.
