The article refers to Portugal's Recovery and Resilience Plan (RRP) and the goal of 100% execution of the available European funds. The text suggests that there was an expectation that Portugal might not be able to achieve this goal.

Portugal faced a very demanding deadline for the execution of RRP funds. The article mentions that the country had an extraordinary opportunity at its disposal, but that the time constraints represented a significant challenge.

The Portuguese Government made the decision to reprogram the elements that required it, accelerate the projects that were behind schedule, and concentrate efforts on the plan's execution. These were the measures adopted to meet the established objectives.

The article's title indicates that there were voices hoping Portugal would not manage to achieve 100% execution of the RRP, suggesting some degree of skepticism or negative expectation from certain sectors regarding the country's capabilities to meet this goal.
