The "Kiss and Go" or "Kiss & Ride" zones are intended for the quick entry or exit of passengers, namely near schools, and the driver should resume driving immediately afterwards. The Municipality of Sesimbra was one of the local authorities that adopted this model in 2021, near the new campus of Basic School No. 2 in Quinta do Conde, with the message "Stop for the time of a little kiss... and go!", inspired by solutions used in other European cities. However, this designation does not correspond to a specific infraction provided for in the Portuguese Road Code.
The legal framework for any potential fine depends on the specific conditions of the space and the existing signage. It is not enough to find the inscription "Kiss and Go" to conclude that there is a corresponding fine applicable in the same way in all locations. It is necessary to verify the stopping or parking rules in force, according to Article 6 of the Road Code, which states that traffic signs are established by regulation.
According to Article 48 of the Road Code, stopping is limited to the strictly necessary time to allow passengers to get in or out, and the driver must be ready to move if they are blocking the passage of other vehicles. Staying inside the car waiting for a child does not transform that waiting into legal stopping, as what matters is the reason for the immobilization, not just the presence of the driver behind the wheel.
As for the fines actually applicable, Article 50 of the Road Code prohibits parking in double rows on the roadway, with fines between 30 and 150 euros, and also parking in limited duration zones without complying with the respective regulation. Parking in locations providing access to properties or car parks may result in fines between 60 and 300 euros. The expression "Kiss and Go" does not, by itself, create a new autonomous fine.
