The president of the Community of Madrid, Isabel Díaz Ayuso, began her intervention on the first day of the Debate on the General Policy Orientation of the Government Council of Madrid, better known as the State of the Region Debate, attacking what she classified as the "invasion" of Ceuta and harshly criticizing the president of the Spanish Government, Pedro Sánchez. Ayuso stated that "the invasion of Ceuta attacks our sovereignty and our interests as a nation in light of the deliberate abandonment of its territorial integrity by the Government."
The leader of the Popular Party in Madrid defined Sánchez as "an absent president blackmailed by unconfessable interests," using this intervention to launch harsh criticisms at the central Executive. The debate took place in the Assembly of Madrid and marks the beginning of a politically significant session in the regional calendar.
Ayuso clung to a previous response by Sánchez in the Congress of Deputies, when he responded to Santiago Abascal saying "I may be a dog, but I have no owner." The president of Madrid turned the phrase against the president of the Government: "He who calls himself a dog does have an owner, like all dogs that sleep in a palace."
