The President of the Assembly of the Republic, José Pedro Aguiar-Branco, expressed constitutional doubts regarding a bill by the Chega party that aims to give priority to children from Portugal and European Union member states in school enrollment processes.
The diploma in question intends to establish this priority in enrollment processes, setting a preferential order for Portuguese nationals and citizens of other EU countries.
Aguiar-Branco warned of doubts regarding respect for the principle of equal treatment between Portuguese citizens and foreigners, questioning the proposal's compliance with this constitutional principle.
The President of the Assembly of the Republic also pointed to concerns regarding the constitutional requirements concerning the right to education and equality of opportunity, suggesting that the bill may conflict with fundamental norms of the Portuguese Constitution.
