The Portuguese Government approved an ordinance establishing an exceptional application period for support under intervention B.3.4 "Restructuring and Conversion of Vineyards," within the scope of the National Wine Sector Support Program (PEPAC Portugal), applicable to the 2026-2027 campaign. The decision was confirmed on Thursday, September 10.
The measure comes as a result of the damage caused by meteorological events and associated phenomena recorded between January 28 and February 15, 2026, which significantly affected various wine-growing farms. This exceptional regime aims to support winegrowers who suffered damage to their crops.
The ordinance defines specific rules for this extraordinary period, including five million euros in funding, simplified application procedures, and priority criteria oriented toward producers who can demonstrate losses in their affected vineyard plots. The application process is conducted online through IFAP, I.P., with deadlines set and announced by the Vineyard and Wine Institute, I.P.
The Ministry of Agriculture and the Sea highlighted that the exceptional period incorporates selection criteria that give priority to winegrowers with confirmed losses, also providing for deadline extensions when circumstances warrant. The ordinance also establishes differentiated maximum eligible area limits according to the location of the plots, ensuring a balanced distribution tailored to territorial specificities. With this measure, the Government intends to provide exceptional conditions for producers affected by the weather events to access VITIS regime support and continue their wine-growing activity.
