The Portuguese Government is preparing a profound change in basic education, planning to merge the 1st and 2nd cycles. This merger will initially be tested through pilot projects.
The pilot projects are scheduled to start in the 2027/28 school year. The government intends to test this reorganization in an expanded number of schools before implementing the measure more broadly.
This initiative represents a significant change in the structure of the Portuguese education system, which currently clearly distinguishes the 1st cycle (1st to 4th year) from the 2nd cycle (5th and 6th years). The government believes this merger can bring pedagogical and organizational benefits to basic education.
