The Finance and Health ministers approved and published the Global Reference Framework for 2026 on September 4. This document establishes the resources available to the Local Health Units until 2028, covering both the care and investment areas.
The Local Health Units only now learned the amounts available to them to meet their objectives until 2028. The delay in publishing the framework meant a prolonged period of uncertainty for these entities.
Doctors and nurses consider the planned reinforcement for human resources to be "unacceptable". This position reflects the dissatisfaction of health professionals with the insufficiency of human resources allocated.
Hospital administrators agree with the criticism from health professionals, but point to an additional concern: the planned cut in investment, which they also consider problematic for the functioning of the NHS.
