New rules reshape cargo transport in Mercosur

Road freight transport in Mercosur has entered a cycle of simultaneous regulatory changes at both regional and domestic levels. On November 6, 2025, Argentina, Bolivia, Brazil, Chile, Paraguay, Peru, and Uruguay completed the signing of the Eighth Additional Protocol to the Agreement on International Land Transport (ATIT), which fully replaces Annex I on Customs Aspects.

The new protocol expands the annex's scope, replaces guarantees constituted by carrier vehicles with formal guarantees, and adopts selectivity through risk analysis, with advance declarations and electronic seals.

In Brazil, Law 15.485, enacted on August 5, 2026, requires that all paid road freight transport operations be registered in advance through the Transport Operation Identification Code (CIOT).

Brazilian legislation also limits the freight payment deadline to 30 business days and establishes a 90-day period for adjustment of ongoing contracts.
