The Jefatura de Información of the Guardia Civil included in a note issued at 9:21 PM on July 30 several "hypotheses" to explain "the inability of the Moroccan authorities to contain the migratory event". Among these hypotheses was their "connivance [...] as a reaction to recent political events". The note then cited the meeting held by the president of the Government of Spain, Pedro Sánchez, with Algeria to sign a gas agreement, as well as the Supreme Court ruling that prevents the immediate return of those who entered swimming in the autonomous cities.
