Announcements such as the pension bonus and IRS relief should be made within the State Budget, Centeno says

The former Eurogroup president and former finance minister, Mário Centeno, considered that measures such as the pension bonus and IRS relief should not have been announced outside the context of the State Budget. The statements come in reaction to the measures announced by the prime minister during Tuesday's censorship motion debate.

Centeno stated that these social support measures were announced in an "ad hoc" manner, that is, opportunistically and without proper coordination with the budgetary process. In his view, this type of decision should be planned and presented within the scope of the State Budget.

The former government official, who led the Finance portfolio during António Costa's government, expressed concern about the way these measures were communicated, suggesting that their implementation should follow the correct budgetary procedures.

The censorship motion debate, which took place on Tuesday, was the occasion chosen by the prime minister to announce these citizen support measures, which generated criticism from Centeno regarding the communication methodology of these public policies.

Notebooks of the West – Chronicles of a country between the law, custom and reality

A proposal from the Portuguese section of Transparency International, led by João Ribeiro, suggests the criminalisation of "cunha" (using connections) in Portugal, creating a new crime called "undue intermediation for access to public decision-making", punishable by up to three years in prison. The proposal, sent to parliamentary parties in July, aims to distinguish between legitimate contact with public officials and the use of personal, family or institutional relationships to obtain undue advantages in public decisions. The text warns that the measure cannot become a "forest of forms" and that the real challenge will be ensuring that citizens without contacts have the same possibilities as those who know decision-makers, defending that the revolution will be making cunha unnecessary.

The Popular Party (PP) considered that the secret documents about the migratory crisis in Ceuta, declassified by the Council of Ministers, reveal an alleged "state lie" by Prime Minister Pedro Sánchez. The spokesperson for the Popular Parliamentary Group, Ester Muñoz, accused Sánchez of having "lied" for a month about the management of the migratory avalanche in the Spanish city, doing so "without shame, without blushing, with alarming coldness and lack of empathy".
