The National Police, through the National Center for Immigration and Borders (CENIF), warned the border posts of Ceuta and Melilla at 1:00 PM on July 31 of an "extreme risk of collapse." This warning was issued on the second day of the mass entry of tens of thousands of migrants.

The documents that were declassified by the Spanish Government reveal that the police obtained information both through social media and messaging applications that indicated a possible "self-organization of migrants" on the networks.

This alert was part of a strategy to monitor digital communications to anticipate migratory movements. The situation at the borders of Ceuta and Melilla during that period was particularly intense due to the large number of people attempting to cross.
