Vila Franca de Xira cedes building to ABEIV for 20 years to enable works

Jornal e Rádio Valor Local Regional – Grande Lisboa, Ribatejo e Oeste9 September 2026 at 12:05

The Câmara de Vila Franca de Xira has extended for 20 years the cession of a building to the Association for the Child Welfare of the Parish of Vialonga (ABEIV), allowing the institution to apply to the PARES 3.0 program to carry out works at the Residential Reception Home in Vialonga. The property, located on Avenida Soeiro Pereira Gomes, is owned by the municipality and will continue to be made available to the association free of charge.

The extension of the commodatum contract term aims to meet one of the requirements for the application to the PARES 3.0 program – Reception Homes for Children and Youth. The funding will enable interventions to adapt the building to the current needs of the children and young people in care.

According to the mayor, Fernando Paulo Ferreira, ABEIV has been seeking to improve the facilities due to new needs of the children, namely in terms of accessibility and the installation of elevators. The mayor explained that the works are only possible with state support, which is why the municipality decided to extend the term to allow the association to apply to the program and carry out long-term works.

The new contract, approved at the Câmara meeting on August 31, was signed on September 4 in the Noble Hall of the Junta de Freguesia de Vialonga. The cession of the property falls within the municipal support for the associative movement, through the provision of spaces for activities of social interest.

Notebooks of the West – Chronicles of a country between the law, custom and reality

A proposal from the Portuguese section of Transparency International, led by João Ribeiro, suggests the criminalisation of "cunha" (using connections) in Portugal, creating a new crime called "undue intermediation for access to public decision-making", punishable by up to three years in prison. The proposal, sent to parliamentary parties in July, aims to distinguish between legitimate contact with public officials and the use of personal, family or institutional relationships to obtain undue advantages in public decisions. The text warns that the measure cannot become a "forest of forms" and that the real challenge will be ensuring that citizens without contacts have the same possibilities as those who know decision-makers, defending that the revolution will be making cunha unnecessary.

PP considers declassified documents demonstrate Sánchez's "state lie"

The Popular Party (PP) considered that the secret documents about the migratory crisis in Ceuta, declassified by the Council of Ministers, reveal an alleged "state lie" by Prime Minister Pedro Sánchez. The spokesperson for the Popular Parliamentary Group, Ester Muñoz, accused Sánchez of having "lied" for a month about the management of the migratory avalanche in the Spanish city, doing so "without shame, without blushing, with alarming coldness and lack of empathy".
