The Committee on Constitutional Affairs was forced to change location to hold Luís Neves' regimental hearing, due to the lack of conditions in the Senate Chamber. The decision to transfer the hearing was due to the presence of 11 advisors, who contributed to the overcrowding of the space.

The attendance of more people than the Assembly of the Republic was expecting marked the session. The high number of advisors present created logistical problems that made it impossible to keep the event in the Senate Chamber, requiring an alternative solution.
