The Coimbra Municipal Council approved part of the fiscal policy for 2027, maintaining the derrama rate at 1.45% and the variable participation in IRS at the maximum legal rate of 5%. Both proposals were approved with favorable votes from the coalition Avançar Coimbra (PS/Livre/PAN) and the former councilor from Chega, the abstention of four councilors from the coalition Juntos Somos Coimbra and the vote against from liberal Celso Monteiro. The executive also unanimously approved the maintenance of the Municipal Rate for Passage Rights (TMDP) at 0.25%.
During the discussion, the former mayor and current opposition councilor José Manuel Silva proposed a reduction of the derrama from 1.45% to 1.4%, estimating an impact of about 188 thousand euros on municipal revenues and arguing that the measure would represent a positive signal for companies. The councilor also advocated for a gradual reduction in the municipality's variable participation in IRS. Celso Monteiro similarly argued that a reduction in rates could help increase the attractiveness of the municipality for new investments.
The mayor of Coimbra, Ana Abrunhosa, rejected that the derrama is a determining factor in the location of companies, considering that other criteria carry greater weight in investment decisions. Regarding IRS, the mayor highlighted that the municipal revenue obtained through this participation can be applied to social policies and recalled the progressive nature of the tax.
The proposal regarding the Municipal Property Tax (IMI) for 2027 has not yet been voted on, as the Council is awaiting data from the Tax Authority. The councilor responsible for Finance, Luís Filipe, stated that the executive's intention is to maintain in 2027 the IMI rate currently applied, set at the legal minimum of 0.3%.
