EB5 Capital announced the successful completion of the full repayment of invested capital in the JF38 project – Hutchinson Island Apartments, located in Savannah, Georgia. This milestone represents one of the first projects to achieve full capital recovery since the enactment of the EB-5 Program Reform and Integrity Act of 2022. The project, initiated in 2023 and completed in 2025, generated more than 1,200 jobs in the region as part of the EB-5 program.
Qualified investors will receive the full return of their $800,000 capital. Other investors will be temporarily redistributed to ensure that their risk exposure remains under control until all requirements are met. Brian Ostar, the company's president, emphasized that such an achievement is rare in the industry, where most initiatives are still in the early stages of investment.
Headquartered in Washington, D.C., EB5 Capital is one of the oldest and most active Regional Center operators in the United States. The company has attracted foreign capital from 79 countries, accumulating a total exceeding $1.8 billion through 50 projects linked to the EB-5 program. All investor funds are guaranteed by the Federal Deposit Insurance Corporation (FDIC) before being allocated to projects.
The company expressed gratitude to investors for their trust, while also acknowledging the efforts of the execution team, sponsors, and immigration attorneys who played essential roles in overseeing and representing investor interests during the project's development.
