The Ministry of Environment and Energy concluded all targets under its responsibility within the Recovery and Resilience Plan (PRR), with over 1.8 billion euros allocated in investments covering 51 targets in vital areas of the country's environmental and energy policy. Minister Maria da Graça Carvalho highlighted that the main focus was on practical results, stating that the Ministry fully met the targets and, in several areas, went beyond the established objectives.
The energy efficiency area executed over 556 million euros, enabling support for more than 85,000 households through the Support Programme for More Sustainable Buildings, with 20,000 Efficiency Vouchers and 53,600 E-LAR vouchers assigned. In public and service buildings, over two million square metres were renovated. The European Commission highlighted Portugal as an example in combating energy poverty and praised the creation of a network of 132 Energy Spaces across the national territory.
In water resilience, 106 million euros were executed in the Algarve Regional Water Efficiency Plan, enabling intervention in 204 kilometres of urban supply networks, exceeding the initial target of 125 kilometres, and generating savings of 2.56 cubic hectometres of water. The investment also included the reuse of 8 cubic hectometres of water per year from four wastewater treatment plants, the modernisation of 10,300 hectares of hydro-agricultural developments, and the doubling of water transfer capacity between Sotavento and Barlavento.
The energy transition totalled 447 million euros, divided between hydrogen and renewable gases development (267 million) and grid flexibility with battery storage (180 million). In mobility decarbonisation, 952 zero-emission buses were acquired, surpassing the target of 860 vehicles. The bioeconomy sector supported innovation projects in textiles, footwear, and natural resin, while the Blue Economy implemented the Blue Poles Network through the "Smart Ocean" poles in Peniche, Leixões I, Algarve, and Aveiro.
