The Portuguese Medical Association considered that the SNS Global Reference Framework for 2026-28 "falls far short" of what's needed for the health system. The organization recognizes that the document "contains positive orientations," but publicly expresses its dissatisfaction with the overall content of the framework.

The Portuguese Medical Association states it does not understand "the trajectory followed" by the government in developing this strategic document. The organization points the finger at the executive, criticizing what it considers to be a "wrong strategy" in defining priorities for the National Health Service.
