The Attempt to Block Fiscal Autonomy

A few days before the approval of the Constitution of the Portuguese Republic, the Constituent Assembly intensely debated the definition of the financial powers of the Autonomous Regions of Madeira and the Azores. In this debate, the PCP advocated a legislative orientation aimed at limiting the fiscal autonomy of the islands, invoking national unity and the risk of economic separatism. The first axis of this position was the proposal to add Article 2-A, which sought to reserve for the Republic the exclusivity of competences in this matter. This attempt to block the fiscal autonomy of the island regions ultimately did not prevail in the final version of the Constitution.
