Carneiro only accepts guarantees from Montenegro to make state budget viable

SAPO Notícias4 September 2026 at 08:07

The first secretary of the PS, José Luís Carneiro, announced that the four conditions of the party to make the State Budget for 2027 viable will only be approved if the Prime Minister, Luís Montenegro, gives public guarantees on each one of them. José Luís Carneiro underlined that only one of the conditions is fulfilled and another is partially satisfied.

The four conditions set by the PS include measures in the areas of public investment, housing, taxation, and social protection. The socialist party requires that Montenegro publicly address each of these conditions before any negotiation or support for the budget.

José Luís Carneiro made these statements during a meeting of the PS national political commission, making clear that the party does not intend to make OE2027 viable without these formal guarantees from the prime minister. The PS position comes at a time of budget negotiations between the main parties.

This demand from the PS represents a challenge for Montenegro's government, which needs parliamentary support to approve the budget. The socialist party, being the main opposition force, can block the approval of the document if it does not obtain the guarantees requested.
