Pension cushion "is a palliative for a disease that is demographic"

Armindo Monteiro, in an interview on pension sustainability in Portugal, warns that the so-called Social Security "reserve fund" is merely a financial palliative for a disease that is demographic. He highlights that the gross replacement rate of public pensions is expected to fall from 68.3% in 2025 to 58% in 2065, and that immigration, although it has increased contributions by 18%, functions as a "crutch" that postpones urgent structural reforms. He advocates that Portugal needs to diversify its economy beyond tourism and real estate, increase productivity, reinforce complementary pension systems and create a robust productive and exporting base to avoid structural breakdown of the system.

Armindo Monteiro: "It is urgent to provoke a jolt in the productive nation"

Armindo Monteiro, in a commentary on the report by economists James Robinson and Nuno Palma on Portugal's economic growth, alerts to the urgency of a "stir of the Productive Nation". The CIP president emphasizes that Portugal has the 9th lowest GDP per capita in the EU (68% of the average) and productivity of only 29 euros per hour, less than half of Germany's. He argues that the country needs structural reforms that include administrative simplification, reduction of the fiscal burden on labor, valuing merit, and investing in higher value-added sectors. Monteiro rejects both pessimism and naive optimism, calling for flexible policies focused on creating real value, with ambitious goals to bring Portugal closer to the European average in terms of wealth created and wages.

Already adopted measures and European rules crush budget

The State Budget for 2027 faces significant pressures, with the budgetary margin limited by measures already adopted and by more restrictive European fiscal rules. Before new policies, the finance minister already carries 4.7 billion euros in commitments, with pensions (2 billion) and public sector salary increases (1.2 billion) as the main items. Net expenditure, the key indicator for Brussels, shows a significant deviation between the CFP projection (3.9%) and the Commission's reference value (1.2%), restricting government action. Economists warn that public investment may be sacrificed to balance the accounts, and that the Executive may not meet European targets.

Pasta rises 22% and bread 14%. Meat has already more than doubled in price since 2022

Food prices in Portugal continued to rise significantly, with spiral pasta increasing 22% in one week, spaghetti 21% and sliced bread 14%. The food basket monitored by DECO PROteste now costs 254.73 euros, 67.03 euros more than in January 2022, a difference of 35.71%. Stewing beef leads the cumulative increases with a rise of 120%, to 12.81 euros per kilogram. Experts warn about Portugal's vulnerability to external imports, with national cereal reserves only lasting about 15 days to three weeks, and point to factors such as labour shortages, rising energy and transport costs, and disruptions in international markets as causes of price pressure.
