The current Minister of Internal Administration, Luís Neves, is the subject of multiple judicial and political proceedings related to the period when he led the Judicial Police (PJ), between 2018 and 2026. There are three ongoing criminal investigations: two at the DIAP in Lisbon — one regarding a seized trailer from Operation Pacoba that ended up at the facilities of Construbarcelos, a company owned by contractor João Carvalho, a friend of Luís Neves, and another regarding the use of a car seized from trafficker "Xuxas" provided under a loan agreement — and one at the DIAP in Évora regarding construction work on Luís Neves's Alentejo estate in São Teotónio, Odemira, carried out by the same contractor who had contracts with the PJ.
In addition to the criminal investigations, there are two non-criminal proceedings: one at the Administrative Court of Beja regarding administrative matters related to the estate construction, and another at the Court of Auditors regarding irregularities in the financial management of the PJ in 2023. The European Public Prosecutor's Office has also opened a preventive investigation into the 17 contracts signed between the PJ and Construbarcelos between 2019 and 2025, with a total value of approximately 2.2 million euros, partially financed by European funds.
The Attorney General, Amadeu Guerra, confirmed that the two investigations deemed "urgent" continued during the judicial recess without committing to deadlines for their conclusion. The Minister of Justice, Rita Alarcão Júdice, also ordered an audit of the PJ by the Inspectorate-General of Justice Services, covering the period of Luís Neves's mandates.
At the political level, Chega moved forward with a motion of censure against the Government, scheduled for September 8, placing Luís Neves directly at the center of the debate. The party also requested a parliamentary inquiry committee into Luís Neves's years at the helm of the PJ, although the speaker of the Assembly of the Republic, José Pedro Aguiar-Branco, raised doubts about the admissibility of the request. The Prime Minister, Luís Montenegro, has maintained that it is necessary to await the determination of the facts before making any decision.
