More than 1.7 million Portuguese taxpayers had to pay the State under IRS. The payment notices soared in 2024, remaining at similar values in 2025.
The Ministry of Finance does not reveal the total amount that had to be returned to the Tax Authority by these taxpayers. This lack of transparency prevents a complete assessment of the financial impact of this situation.
IRS is the personal income tax in Portugal, being one of the main sources of State revenue. Payment notices appear when taxpayers have to settle amounts with the Tax Authority.
