The National Association of Portuguese Municipalities is asking the government for speed in defining solutions for municipal projects that remained unfinished within the deadlines of the Recovery and Resilience Plan. The municipalities want a rapid identification of the works and interventions that need alternative financing.
The association argues that unfinished municipal projects could transition to the Portugal 2030 program, which is the next community support framework. This would be one of the possible ways to guarantee continuity of financing for works already started.
Another suggested alternative is funding through the State Budget, which could serve as a backup solution for municipalities that cannot meet the PRR deadlines. The mayors warn of the risk of losing European funding if there is no quick response.
The situation affects municipalities throughout the country that started projects under the PRR but, for various reasons, were unable to complete them within the established deadlines. The municipal association emphasizes the need for clarity and urgency on the part of the central government to not compromise investments already made.
