The series of messages sent by Daniel Vorcaro to Supreme Court Minister Alexandre de Moraes created an unprecedented atmosphere of tension at the Court. The case involved heavy discussion among ministers and various movements and pressures, especially on the eve of the lifting of secrecy by Minister André Mendonça.
A faction closer to Moraes believes that the STF will have to decide on the validity of the Federal Police report, since investigations of ministers need to be previously authorized by the collegiate body. On the other side, interlocutors of rapporteur André Mendonça argue that there was no investigative act regarding Moraes and that no one knew who the recipient of Vorcaro's messages was until then.
The expectation is that this will be the main debate among ministers if the court president, Minister Edson Fachin, brings the case to the floor. On Monday afternoon, before Mendonça forwarded the report to the Attorney General's Office, he and Moraes had a tense conversation in the rapporteur's office.
