Portuguese road transport operators carrying out cabotage operations in Spain will have to abandon paper documents and start using fully digital records from October 5, 2026. This change is imposed by the Spanish Sustainable Mobility Law, which introduces the Electronic Administrative Control Documents, known by the acronym DeCA.
The new digital documents become mandatory for any goods transport with origin and destination in Spanish territory. This requirement applies specifically to cabotage operations carried out by foreign carriers in the neighboring country.
According to the Institute of Mobility and Transport, the measure will have a direct impact on Portuguese operators operating in this market. Adapting to the new requirements will involve changes in administrative processes and documentation systems used by transport companies.
