A report by Spain's National Police concluded that Moroccan security force agents, known as "gendarmes," guided the mass entry of more than 70,000 people into Ceuta at the end of July, contradicting the Spanish government's earlier statements that there was no evidence of Moroccan involvement. The document, sent to a judge investigating the case, states that the invasion was planned to collapse the Spanish border control system. The Minister of the Interior, Fernando Grande-Marlaska, asked the Police leadership for explanations for not being informed in advance about this information, noting that data of this nature should have been immediately communicated to the National Security Council.
