The European Union considered that the failed attack in Germany, attributed to Russia, has "all the hallmarks of state-sponsored terrorism." The statement was made by the High Representative for Foreign Affairs of the EU, Kaja Kallas.
Kaja Kallas made these statements ahead of an informal meeting of EU foreign ministers held in Ireland. The attack in Germany is believed to have been planned by Russian intelligence agencies.
