The European Union considered the failed attack at Leipzig airport, in Germany, as an act of terrorism. Estonia's Prime Minister, Kaja Kallas, stated that EU foreign ministers will debate what response to give to Russia for this incident.
The attack occurred in August at Leipzig airport. German authorities attributed responsibility to Russia.
Kaja Kallas, who is also the EU's High Representative for Foreign Affairs, made these statements before a meeting of the European Union's foreign ministers.
