The Confederacao Empresarial de Portugal (CIP) continues to negotiate with the Government to occupy the Palacio do Manteigueiro, in Horta Seca, the building that housed the Ministry of Economy and where it intends to establish its headquarters. The handover is being negotiated "for an extended period" and "subject to compliance with a set of obligations," the entity confirmed.
The first contact with the Government reportedly occurred in 2024, but negotiations officially began approximately a year ago, after CIP formalised its interest in a letter sent to the office of the Minister of Infrastructure, Miguel Pinto Luz, dated 5 August 2025.
At the CIP's 50th anniversary dinner on 6 November 2026, the Minister of Economy and Territorial Cohesion, Manuel Castro Almeida, announced that the Government would make the building available to the confederation. However, the Ministry of Infrastructure stated on 4 December that it had no knowledge of legal opinions, assessments, audits or any contract proposal submitted by CIP to formalise the intention.
The exact term and form of the property handover remain to be determined. Neither the Ministry of Infrastructure nor the Ministry of Economy responded to newspaper Publico on the matter. CIP stated that the protocol will be made public when finalized. The entity's current headquarters, led by Armindo Monteiro, is located near Rua da Junqueira in Lisbon, and the plan includes installing a professional training academy at the Palacio do Manteigueiro.
