The Russian channel Rybar, associated with Russian military intelligence, published on July 30 and 31 a set of publications called "Special Operation Ceuta," in which it described the arrival of tens of thousands of migrants to the Spanish enclave in Africa as a military operation. The channel used military language to describe the events, referring to the situation as "literally a military operation transporting a ground force of migrants" and classifying the capture of the territory as an invasion.
The same Russian source also classified events occurring in Algeria as a "migratory weapon," using terminology that suggests a deliberate strategy of using migratory flows as a political or military instrument by a State.
The publications from the Rybar channel, which is followed by hundreds of thousands of users and has been associated with Russian intelligence during the Ukraine conflict, presented a narrative that went beyond simply reporting the events, interpreting them through a militaristic lens that has no parallel in conventional Western media coverage.
