The government of Luiz Inácio Lula da Silva reserved R$ 9 billion in the 2027 annual budget bill (PLOA) for federal Executive branch public servant salary raises. The amount is authorizing, meaning it represents a maximum limit that the Union may use for public servant salary recomposition next year.
The decision on the effective granting of the raise will depend on the country's next administration. This occurs because, under the Fiscal Responsibility Law (LRF), a government cannot create new expenses for its successor, limiting Lula's ability to directly link these resources.
With the R$ 9 billion reserve, Lula seeks to signal the intention to grant salary increases to public servants in 2027, if re-elected in the October elections. The amount represents a demonstration of the current government's priority for valuing the public service.
The PLOA also reserves R$ 117 million for granting raises to public security forces in the Federal District and the Military Fire Brigade, indicating that the raises should also cover these segments.
