For reducing centralism
Recently, an interesting bill was submitted to the Assembly of the Republic: the intention is to create a Public Procurement Dispute Resolution Chamber, that is, an independent administrative authority, within the scope of the Ministry of Justice, for resolving certain pre-contractual and contractual disputes. This is a clear recognition that the current system has deficiencies and that it is necessary to find alternatives to the judicial courts for resolving these conflicts. This initiative comes in the context of Bill No. 99/XVII/1.
