Repsol receives license for operation of new recyclable polymer factories in Sines

Rádio Campanário1 September 2026 at 17:20

Repsol receives on Wednesday the Digital Industrial Exploration Title for the two new factories of the Alba project in Sines, which will allow the exercise of industrial activity and confirm that the units meet the necessary conditions to proceed. The title delivery ceremony will take place at 11:00 at the Repsol Industrial Complex in Sines, with the presence of the Minister of Economy and the President of the Regional Coordination and Development Commission of Alentejo, Ricardo Pinheiro.

The Alba project represents an investment of 830 million euros in the construction of the two factories, which will have a capacity of 300,000 tonnes of recyclable polymers each. During the construction phase, the project employed up to 1,300 workers, and currently 100 permanent direct jobs and approximately 300 indirect ones have already been created to ensure the operation of the units.

The new factories will be dedicated to the production of polypropylene and linear low-density polyethylene, with operation expected to begin at the end of 2026. The products will be 100% recyclable and can be used in specialized applications in the pharmaceutical, automotive, and agri-food industries, aligned with the energy transition.

The Portuguese government and Repsol Polímeros signed an investment contract in October 2021 for 657 million euros, with tax incentives up to 63 million euros. According to estimates by AICEP Global Parques, the impact of the two factories could reach approximately one billion euros per year, through import substitution, new exports, and potential for the Portuguese manufacturing industry.

Howden Re, the reinsurance arm of broker group Howden, opened an office in Lisbon in August, reporting to the Iberian structure in Madrid. Filipe Duarte, who spent 12 years at AON and previously at WTW, leads the Portuguese operation. Howden Re, headquartered in London, has become one of the group's main growth areas following the acquisition of TigerRisk in 2023, having doubled in size and approaching 700 million euros in revenues in 2025. In Portugal, the company intends to build a local team close to the market, work with insurers, MGAs and other operators, and offer access to the main global reinsurance markets. Duarte acknowledges that recent storms in Portugal have highlighted the country's catastrophic exposure beyond seismic risk, and believes that the eventual creation of a catastrophe fund will bring challenges and opportunities for the sector.
