There are 69 Higher Education courses in Portugal with no vacancies available for the second application phase. Simultaneously, there are more than 11 thousand places unfilled in Portuguese higher education institutions. This simultaneous situation of scarcity and excess of vacancies reflects the asymmetries in the demand for different courses and institutions. Candidates who wish to apply to one of the 69 courses with no vacancies available are prevented from doing so at this stage, having to wait for possible vacancies in later phases or consider other options.
