The President of the European Commission, Ursula von der Leyen, warned that Europe must prepare for a new era of simultaneous disasters. The warning comes in a context of increasing frequency and intensity of extreme weather events on the European continent.

The European Commission intends to change its approach, moving from a disaster response posture to a prevention-focused strategy. The goal is to strengthen preparedness and anticipate risks before they materialize into emergencies.

However, the implementation of these plans faces significant obstacles. The funding needed for climate adaptation is constrained by the limited budgetary space available in European Union countries, which limits the capacity to invest in preventive measures.

This situation places member states before a dilemma between the costs of prevention and the even greater costs of responding to increasingly frequent and devastating disasters.
