Propag Provides Relief, but Governor Will Have to Face Billion-Dollar Deficit in Rio

Rio de Janeiro has faced a serious financial crisis in recent years, with the next governor needing to deal with a R$ 13 billion deficit already in the first year of term. The state's public debt is approaching R$ 200 billion, representing a major fiscal challenge.

This year, the Fluminense government joined the Full State Debt Payment Program (Propag), which promises to provide relief by reducing the monthly payment to the Union, the state's main creditor. The new refinancing is already in effect.

The two best-positioned candidates in the polls, Eduardo Paes (PSD) and Douglas Ruas (PL), are favorable to the program. The president of the Legislative Assembly of Rio (Alerj) believes he can sit at the negotiation table to adjust the federal law, allowing increased investments without compromising the balance of public accounts.
