The Recovery and Resilience Plan (PRR) accelerated the implementation and payment of reforms that were more wanted by Brussels than by Portugal itself. These reforms were financed through European funds made available for economic recovery.
The areas of Health, Education, Social Security and Forest Management were some of those that underwent reforms under this plan, among others. These changes occurred because there was fresh money available through European funding.
Changes to professional orders and the public sector workers (PSU) were some of the most controversial reforms implemented under this program.
