The Spanish Government is negotiating the last package of transfers of competencies to the Basque Country (Euskadi), which includes transfers related to the economic regime of Social Security and ports of general interest. This agreement is considered crucial to maintain the support of the Basque Nationalist Party (PNV) and secure their votes in favor of the Budgets.

The crisis in Ceuta put on standby some of the agendas planned for the beginning of this political season, including this transfer package. Although negotiations have continued, the initial intention to close an agreement after the summer period is now uncertain.

The PNV, considered a "priority" ally by the Government, has raised significant criticisms in recent days regarding the response of the Spanish executive to the crisis in Ceuta, going so far as to use terms such as "negligence" to describe the government's actions.
