Prime Minister Luís Montenegro closed his political rentrée with a clear strategy of imposing the Government's agenda, leaving the opposition to debate among themselves without the Executive's intervention. The social-democrat rentrée took place in two distinct phases.
The State Budget was the most visibly ignored theme by Montenegro during this period of return to political activity. Instead of engaging in the budgetary debate, the prime minister chose to remain on the sidelines of the discussions about the SB.
Chega and the Socialist Party were thus left speaking alone, without the PSD/CDS leader directly participating in their political conversations. This stance allowed the opposition to occupy the media space without the prime minister's counter-argument.
Montenegro's strategy clearly aims to control the political narrative and prevent the debate about the State Budget from becoming a direct confrontation with the Executive, transferring the responsibility of the discussions to the opposition parties.
