Alentejo among the regions covered by the new National Nature Restoration Plan

Portugal submitted the National Nature Restoration Plan project to the European Commission, becoming the third Member State to do so. The plan includes 375 measures and aims to recover degraded ecosystems and strengthen biodiversity, increasing the resilience of territories and populations. The deadline for submission was August 31.

The Minister of Environment and Energy, Maria da Graça Carvalho, stated that it is intended to be more than a document, but rather a "mobilizing movement." The official sent a letter to the European Commissioner for Environment to reaffirm Portugal's commitment to European nature restoration objectives and advocated for adequate funding for restoration in the next Multiannual Financial Framework 2028-2034.

Among the initiatives already underway are new pilot restoration projects in catastrophe-affected territories, such as Serra da Estrela, Peneda-Gerês National Park, the Guadiana Valley, the Litoral Alentejo, and Mata da Margaraça. The Government also intends to diversify funding sources, including a future nature credit market and mobilizing private capital.

The plan now enters a second phase of improvement and dialogue with the European Commission. The Commission has six months to evaluate the project and present observations, followed by an additional six-month period for Portugal to finalize and present the definitive version.

Portugal entregou hoje à Comissão Europeia o projeto do Plano Nacional de Restauro da Natureza, tornando-se o terceiro Estado-membro a fazê-lo, anunciou o Ministério do Ambiente.

O plano integra 375 medidas e entra agora numa segunda fase “de melhoria e diálogo” com a Comissão Europeia, antes da apresentação da versão definitiva, especificou o ministério, em comunicado.

A ministra do Ambiente, Maria da Graça Carvalho, citada no comunicado, afirmou que mais do que um documento se pretende um “movimento mobilizador”.

O objetivo é recuperar ecossistemas degradados e reforçar a biodiversidade, aumentando a resiliência dos territórios e das populações.

O prazo para a entrega do plano terminava a 31 de agosto.

A ministra do Ambiente e Energia enviou também esta manhã uma carta à comissária europeia do Ambiente, Resiliência Hídrica e Economia Circular Competitiva, Jessika Roswall, na qual reafirmou o compromisso de Portugal com os objetivos europeus de restauro da natureza.

Na missiva, Maria da Graça Carvalho defendeu que o restauro da natureza disponha de “uma dotação adequada” no próximo Quadro Financeiro Plurianual 2028-2034 e reiterou o apoio de Portugal à criação de um Fundo Europeu para o Restauro da Natureza, que permita mobilizar os recursos necessários à execução dos planos nacionais.

Entre as iniciativas já em curso que contribuirão para a execução do plano contam-se novos projetos-piloto de restauro da natureza em territórios afetados por catástrofes, como a Serra da Estrela, o Parque Nacional da Peneda-Gerês, o Vale do Guadiana, o Alentejo Litoral e a Mata da Margaraça (Serra do Açor).

“O Governo pretende ainda trabalhar na diversificação das fontes de financiamento, incluindo instrumentos complementares como um futuro mercado de créditos de natureza e a mobilização de capital privado”, segundo a mesma fonte.

A Comissão Europeia dispõe agora de seis meses para avaliar o projeto e apresentar observações, seguindo-se um período adicional de seis meses para Portugal finalizar, publicar e apresentar a versão definitiva do plano.
