'Signing today': lobbyist informed Vorcaro in advance about changes that allowed Rioprevidência to invest R$ 1 billion in Master

Lobbyist Ricardo Siqueira Rodrigues, known as "Ricardo Gordo," is identified by the Federal Police as the operator who intermediated Rioprevidência's investments in Banco Master. He informed banker Daniel Vorcaro in advance about changes to the state agency's investment policy that enabled R$ 970 million in investments in the bank's securities.

Rodrigues had previously been arrested by Operation Car Wash (Lava-Jato) for fraud involving pension funds. In May of this year, he became the target of another PF operation, which also targeted former governor Cláudio Castro (PL), over suspicions of irregularities in investments in Master.

Messages obtained by the PF from Vorcaro's phone, which came to light after the lifting of secrecy on the Master case documents, show that Rodrigues communicated the bank's accreditation with Rioprevidência even before the official approval of changes to the investment policy.

Why this matters

The revelation that a lobbyist provided advance notice of changes to Rioprevidência's investment rules, enabling billion-dollar investments in Master, exposes a possible scheme of influence and interest trafficking involving the state agency and political figures in Rio de Janeiro, including former governor Cláudio Castro. Residents of Rio de Janeiro may be affected by impacts on state public coffers and trust in the state's financial and pension management institutions.

Pensions and the Coldness of Mathematics

This opinion article analyzes the Portuguese contributory pension system, arguing for a clear separation between this system and social assistance. The author contends that those who contributed little should not receive the same as those who paid in for decades, except for elderly people who genuinely could not contribute due to a poorer and more informal Portugal. It identifies four problems with equalizing pensions: contributory justice, incentive distortion, budgetary costs, and loss of system credibility. It concludes that the State should protect those who could not contribute, but that those who could and chose not to contribute must accept the consequences of that choice, criticizing the political temptation to raise all pensions without distinguishing between solidarity and blind distribution.
