Flamengo's Deliberative Council votes on Tuesday at 6:30 PM an amendment proposed by president Luiz Eduardo Baptista, aka Bap, to change the club's 1992 statute, with the goal of professionalizing management. The proposal provides for the creation of a new Management Council, which would be chaired by Bap himself, to oversee and veto decisions of general director Paulo Dutra and football director José Boto.
According to council members opposed to the measure, the change actually represents a greater concentration of power in Bap's hands, who already centralizes practically all club decisions. What the Management Council would do in practice, according to these critics, is something the president already exercises informally.
The opponents of the proposal also understand that the new Management Council will suppress the powers of the Deliberative and Administration Councils, being above both. The Permanent Statute Committee prepared a Substituted Text based on Bap's original proposal.
Since Bap has a majority of supporters on the councils, the expectation is that the statute changes will be approved, consolidating the changes the president wants to implement in the club.
