The Public Prosecutor's Office has not yet published the audit and control reports of the Recovery and Resilience Plan (PRR) referring to the seventh, eighth and ninth payment requests. The last report was published on September 7, 2025, referring to the sixth payment request, and since then there has been no new disclosure. In February, an official source from the Attorney General's Office had said the reports were being prepared, but ECO再次询问了公共部,但没有得到回应。
The PRR governance model includes an Audit and Control Committee (CAC), which is chaired by a representative of the Inspectorate-General of Finance and includes representatives of the Agency for Development and Cohesion. The Public Prosecutor's Office monitors the CAC's activity within the framework of its criminal prevention powers, having access to all information and participating in meetings. The first designated contact point by the PGR was Deputy Attorney General Ana Carla Mendes de Almeida, but she no longer holds these positions.
Portugal submitted the seventh payment request of 1.06 billion euros on June 26, 2025, with the amount paid on November 26. The eighth cheque, of 1.1 billion euros, was requested in November and paid in February. The ninth request was submitted in March and received on August 7. The tenth and final request will be submitted at the end of the year.
The Public Prosecutor's reports have been marked by controversies. The last one reported that no audit of the PRR's internal control systems was completed between October 2023 and November 2024, the period between the third/fourth and sixth payment requests. This criticism had already been made in previous reports. The Recover Portugal mission structure contested the assessment, asserting that the control mechanisms are fully operational. In the fifth payment report, the Public Prosecutor's Office also accused the Inspectorate-General of Finance and the CAC of obstructing its criminal prevention work by not providing access to all the requested documentation.
