Pestana Group and Cirsa in the 'Race' to Operate Casino da Madeira

dnoticias.pt14 September 2026 at 11:43

The Pestana Group and Cirsa are competing to obtain the exclusive license to operate games of chance in the Funchal gaming zone. ITI – Sociedade de Investimentos Turísticos da Ilha da Madeira, which operates Pestana Casino Park, and Sociedade Figueira Praia, responsible for the casino in Figueira da Foz, are the two candidates for the operation.

The deadline for submitting proposals ended last week, marking the close of the application phase of the public tender. The process now awaits the evaluation of the proposals submitted by the two competing companies.

The current contract in force, which remains in the hands of the Pestana Group, is valid until December 31, 2026. From January 1, 2027, the casino operation may remain under Pestana Group management or pass to Sociedade Figueira Praia, depending on the decision resulting from the tender process.

Why this matters

Regional readers are affected because the decision will determine which operator will manage Madeira Island's main gambling business, affecting tourism revenue and employment. Following the proposal deadline at the end of last year, this competitive outcome will have a direct impact before the current contract expires at the end of 2026. Banco de Fomento justifies trip to Paris with economic cooperation agenda and guarantees future disclosure of costs

The Portuguese Development Bank justified the trip to Paris by members of the Strategic Advisory Council and the chairman of the executive committee, Gonçalo Regalado, scheduled for September 19, as an agenda of economic cooperation with Bpifrance, OECD, the Embassy of Portugal and businesspeople from both countries. The bank argues that in-person contact is essential to exchange experiences about financing models and investment instruments that would not be replicable remotely, highlighting the importance of Bpifrance as a reference institution with a balance sheet exceeding 330 billion euros. The total cost of the trip and the number of participants were not disclosed in advance, with BPF only stating that the expenses will be published in the future in the annual report and accounts, following the usual practice for other trips.
