The Federal Police investigations reveal that servers from the top of the Central Bank's supervision area provided informal consulting to banker Daniel Vorcaro, advising him on how to behave in meetings with the presidency of the authority and other directors. The guidance included detailed instructions on how to defend the capitalization with tax credits of the Banco Internacional do Funchal (Banif), a Portuguese institution whose Brazilian subsidiary was taken over by Master bank in 2023.

The investigators identified the existence of an instant messaging group called "Master," which brought together the BC servers and the banker. Through this channel, the servers provided guidelines on the speech that Vorcaro should use in meetings with the Central Bank's board.

The instructions also advised Vorcaro to state that the sale of Voiter bank to his former partner Augusto Lima would generate millionaire cash for the institution. Additionally, the servers advised the banker on how to justify the purchase of Will Bank, a digital bank with a strong presence in the market.

The investigations are part of the Dark Horse case, which investigates alleged irregularities in the purchase of Will Bank by Master bank. The defense of the Finance minister, Fernando Haddad, requested that the case be redistributed from Minister Cristiano Zanin to Minister Cármen Lúcia, also requesting that the investigation be transferred from Minister Flavio Dino to Deputy Attorney General Mendelson Gaspar.
