In the second quarter of 2026, Portugal recorded the licensing of 6.2 thousand buildings, representing a year-on-year decrease of 7.1%. This decline was less pronounced than in the first quarter, which had shown a drop of 9.7%. The new construction segment fell by 5.6% and rehabilitation works decreased by 11.9%, both showing improvement compared to previous quarters.
In the same period, 3.9 thousand buildings were completed, with a year-on-year reduction of 4.2%, slightly better than the 6.9% decline from the previous quarter. The data also indicate a drop of 6.0% in licensed buildings and 1.6% in completed buildings when compared to the previous quarter.
Conversely, the family housing sector showed signs of recovery, with dwellings licensed for new construction growing by 10.8%, after a decrease of 2.2% in the first quarter. The number of completed dwellings also increased by 11.6%, reversing the negative trend of the previous quarter.
The data is from the National Statistics Institute and reflects a transitioning landscape in Portugal's construction sector, where, despite general fluctuations, some segments, such as family housing, are showing recovery.
