The German Federal Prosecutor's Office filed a 214-page indictment against Hamas elements planning coordinated terrorist attacks in Berlin and Vienna. The plan called for attacks to occur simultaneously or within a short interval around October 7, 2025, to mark the second anniversary of the October 7 massacre in Israel.
The main targets identified in the indictment included Israeli diplomats, Jewish community centers and pro-Israel demonstrations in both European capitals. Hamas structured the attacks to target Israeli and Jewish interests in a coordinated manner.
The plan relied on an international weapons procurement network to carry out the planned attacks. The indictment was prepared by the German Federal Prosecutor's Office, with the newspaper WELT having access to the document.
