The Ministry of Finance sent on Monday to the Federal Court of Accounts (TCU) the calculation formula for the Contribution on Goods and Services (CBS), which will replace PIS, Cofins and part of IPI starting in 2027. The government did not present a reference rate, opting to send only the methodology that will be used to define the percentage of the new tax.
The budget bill for the next year predicts that CBS will collect R$ 636.8 billion. The formula sent to the TCU was developed to preserve the relationship between federal revenue and GDP, considering the average observed between 2012 and 2021.
The uncertainty surrounding the rate that will apply to businesses is the subject of criticism, including from sectors within the government itself. This is because taxation is a fundamental element for companies' investment decisions and for price formation.
The government's caution in disclosing a specific number can be explained by the electoral period, with concerns that the information would be used politically. The revenue estimate planned with the CBS in the PLOA suggests that the rate will be defined based on this caution.
